佛罗里达州州检察官凯瑟琳・费尔南德斯・伦德尔表示，29 岁的特勤局雇员马尔克斯・克里斯托弗・平德于周一被捕，一同落网的还有两名同案被告：26 岁的拉马尔・詹姆斯、29 岁的伊莱贾・德拉诺・戴尤斯。
ABC 新闻查阅到的逮捕令显示，检方称平德在此次入会考核中担任 “新学员负责人”。 检方透露，其中一名遭霸凌的受害者是迈阿密大学法学院学生。
但迈阿密大学周二向 ABC 新闻发表声明称，平德与该校不存在任何关联。 校方表示：“除一名受害者为本校法学院学生之外，整件事与迈阿密大学、迈阿密大学该兄弟会校内分会均毫无关系。”
伦德尔介绍，4 月初连续四天，三名嫌疑人在迈阿密 - 戴德县两处地点，利用手杖、桨板殴打两名卡帕阿尔法普西兄弟会校友分会预备成员。
其中一名受害者就是这名法学院学生，遭严重殴打后引发肾功能衰竭，不得不接受手术治疗。
伦德尔在声明中表示：“本案两名受害者均需要住院治疗，清晰展现了霸凌行为的巨大危害。在佛罗里达州，霸凌属于虐待，是刑事犯罪。太多霸凌受害者最终长眠地下，或是躺在医院承受伤痛。”
检方确认第二名受害者是迈阿密 - 戴德消防救援局工作人员，案发后伤势危重，接受紧急救治。
除意图过失杀人罪外，平德、詹姆斯与戴尤斯还被控三项重罪：使用致命武器实施严重人身伤害、造成重大身体损伤，以及使用致命武器实施霸凌。三名被告人目前均尚未就指控进行认罪答辩。
美国特勤局迈阿密外勤办公室主管迈克尔・汤森向 ABC 新闻证实，平德确为特勤局在职人员。汤森称，平德现已被安排行政休假，目前暂不清楚休假是否带薪。
汤森表示：“美国特勤局严肃对待任何涉及本局雇员的刑事犯罪指控。作为迈阿密外勤办公室负责人，我已接到通报，地方执法机构正在调查本局一名雇员，我们将全力配合调查。” 对于尚在侦办中的案件细节，他不予置评。
根据检方披露，这起霸凌始于 4 月 1 日，地点位于迈阿密近郊非建制社区斯威特沃特的一处公寓，施暴持续至 4 月 2 日、3 日;4 月 4 日，针对两名受害者的霸凌转移至迈阿密市内另一处场所。

兄弟会声明写道：“本案被捕人员并非卡帕阿尔法普西正式缴费会员，和任何分会不存在官方隶属关系，在组织内没有任何正式职务。他们无权代表本会举办任何活动、开展入会流程。本组织将全力配合执法部门调查。”
兄弟会全国主席吉米・麦克米克尔强烈谴责该霸凌事件，称组织对霸凌实行零容忍政策。 “霸凌属于违法行为，被严格禁止，绝对不能成为入会的硬性条件。” 麦克米克尔表示，“本组织绝不纵容组织内部、会员实施任何霸凌行为。”

Secret Service employee charged with attempted manslaughter in alleged fraternity hazing incident
A U.S. Secret Service employee is under "total lockdown" house arrest on Tuesday after being charged in Florida with attempted manslaughter, stemming froman alleged non-university hazing incident involving membership in a fraternity alumni group, authorities said.
Secret Service employee Marquez Christopher Pinder, 29, was arrested on Monday along with co-defendants Lamar James, 26, and Elijah Delano Dyous, 29, according to Florida State Attorney Katherine Fernandez Rundle.
Pinder was described by prosecutors as the "dean of pledges,"according to an arrest warrant filed in the case and reviewed by ABC News.
One of the hazing victims is a University of Miami Law School student, prosecutors said.
But in a statement to ABC News on Tuesday, the University of Miami said Pinder is not affiliated with the school.
"Other than the fact that one of the victims is a University of Miami School of Law student, this incident has nothing to do with the University of Miami or the University of Miami chapter of the fraternity," the university's statement said.
The three men, according to Rundle, allegedly used canes and paddles to beat two Kappa Alpha Psi alumni fraternity pledges over the course of four days in early April at two locations in Miami-Dade County.
Rundle said one of the victims, the law school student, was beaten so severely he suffered kidney failure and had to undergo surgery.
"This case, with the victims requiring hospitalization, provide clear-cut examples of hazing's danger," Rundle said in a statement. "In Florida, hazing is abuse and it is a crime. Its victims too often lie in their graves and in hospitals."
Prosecutors identified the second victim as a Miami-Dade Fire Rescue employee, who needed critical medical care following the alleged hazing incident.
Besides attempted manslaughter, Pinder, James and Dyous are also charged with aggravated battery with a deadly weapon and causing great bodily harm, and hazing with a deadly weapon. All of the charges are felonies.
None of the defendants have yet entered pleas to the charges.
Michael Townsend, the special agent in charge of the Secret Service Miami Field Office, confirmed in a statement to ABC News that Pinder is a Secret Service employee.
Pinder has been placed on administrative leave, according to Townsend. It's unclear if he is on paid or unpaid leave.
"The United States Secret Service takes seriously any criminal misconduct allegationsinvolving one of our employees," Townsend said. "As the Agent in Charge of the Miami Field Office, I have been informed that a local law enforcement agency is investigating one of our employees. We are fully cooperating with the investigation."
Townsend said he was unable to comment on the details of the ongoing investigation.
The alleged hazing unfolded on April 1 at an apartment in Sweetwater, an unincorporated community near Miami, and continued there through April 2 and 3, according to Rundle.
Rundle said the alleged hazing involving the same victims shifted to another location in Miami on April 4.
The alleged abuse occurred in sessions that lasted for several hours, according to the arrest warrant.
In one instance, the two victims were allegedly asked questions about the fraternity's history, according to the arrest warrant.When they failed to give correct answers, they were instructed to do a half squat with one arm pointed forward while they were "struck repeatedly” on their buttocks, the report alleges, according toarrest warrant.
In a separate alleged hazing session, the victims were beaten so severely that they bled through their clothes, the warrant said.
In a statement to ABC News on Tuesday, the grand chapter of the Kappa Alpha Psi said its Richmond-Perrine, Florida, alumni chapter reported the hazing incident. The organization said the incident allegedly involved "grown adult (postgraduate) persons and membership in an alumni (non-university) chapter."
"The arrested perpetrators in this specific incident are not active or financial members of Kappa Alpha Psi. They do not have an official affiliation with any chapter nor any official role with the organization," the fraternity said. "Likewise, they do not have any authority to conduct any program or authorize any process on our behalf."
The fraternity said it is fully cooperating with law enforcement in the investigation.
Jimmy McMikle, the national president of Kappa Alpha Psi, condemned the alleged hazing incident, saying in a statement that the fraternity maintains a "zero-tolerance policy on hazing."
"Hazing is illegal, strictly prohibited and is never a condition of membership," McMikle said. "We neither condone nor tolerate acts of hazing behavior within our organization or from our membership."
During a hearing on Monday in Miami-Dade Circuit Court, Judge Mindy S. Glazer approved a $75,000 bond Pinder posted. As part of the conditions of Pinder's release, Glazer granted a request from prosecutors to place him on house arrest and "total lockdown."
Glazer also ordered Pinder to wear a GPS device and to have no contact with the victims.
Pinder's attorney, Justin Beckham, told Glazer that he and his client agreed to the bond conditions, saying, "We believe they're in his best interest at this time."
The attorney made no other statements about the case in court.
Beckham could not immediately be reached for comment on Tuesday.
It was unclear on Tuesday if the other two defendants, Dyous and James, have hired attorneys. James was initially held on $75,000 bond on Tuesday at the Miami-Dade County Corrections and Rehabilitation, according to online jail records. He posted bond and was placed under house arrest, the arrest warrant notes.
Jail information on Dyous was not available.
