周三，美国总统特朗普在白宫椭圆形办公室正式公布一项总投资 225 亿美元的改造蓝图，计划用十年时间重建华盛顿杜勒斯国际机场。交通部长肖恩・达菲、美国联合航空首席执行官斯科特・柯比一同出席发布会。
特朗普表示：“我们征集了 30 多名建筑师的共计 30 套设计方案，优中选优，并广泛征求各方意见，最终敲定这套方案，兼顾高效与美观。”
“无论民主党还是共和党，没人愿意来到这座机场出行，这里的体验实在糟糕。” 特朗普称，“数年之后，这座机场将会获评全美最佳机场。”
开启第二任期以来，特朗普已经在华盛顿推进多项基建工程，包括白宫宴会厅新建项目、肯尼迪表演艺术中心翻新工程。此前他一度计划将自己的名字冠名肯尼迪中心，后被法院裁定撤销。
杜勒斯机场改造项目资金由华盛顿都会区机场管理局与驻场航司共同承担，资金主要来源于机场管理局发行的低息市政债券。特朗普表示，改造计划需要国会批准，目前两党议员均对此表示支持。
特朗普手持激光笔向众人展示改造效果图：项目将新建四座候机廊厅，停车场将向主航站楼靠拢，同时扩建机场捷运系统（AeroTrain），淘汰服役多年的特色移动休息室摆渡舱（mobile lounge）—— 也就是旅客往来各候机厅的专用转运车辆。
这款摆渡舱常年是旅客投诉最多的设施。该交通工具从上世纪 60 年代启用，外形类似巴士，车身可升降，能够对接候机大厅。车内常常挤满站立的乘客，还要在机场地面车流中穿行。
交通部长达菲说：“摆渡舱速度缓慢，旅客怨声载道，我们计划彻底淘汰它。”
这项持续多年的工程将大幅重塑机场布局，但极具标志性的主航站楼建筑将保留原有历史外观。
杜勒斯机场将新增 500 万平方英尺的新建及翻新航站楼、商业空间，其中包含一座国际航站楼，旅客可步行直达海关查验区域。特朗普还宣称，机场将建成全球规模最大停车场，拥有 32000 个车位。
机场最大航司美联航目前大部分航班使用一座老旧局促的候机厅。该候机厅始建于 1985 年，原本只是临时建筑，2006 年翻新后继续投入使用。
美联航全程深度参与项目方案设计。除新增登机口与候机廊厅外，美联航旅客将拥有主航站楼内全新现代化值机区域，行李传输系统也将升级。美联航还将在此打造全球规模顶尖的北极星高端商务休息室（United Polaris Lounge）。
柯比在椭圆形办公室活动上发言：“现在这座候机厅已经建成 45 年，当初定位只是临时设施。我在美联航任职的整个职业生涯里，都在等待这一天；全体美联航员工期盼更久，期待拥有一座世界级机场。这套新设计对航司运营十分友好。”
官方表示，改造将分阶段施工，历时十年，机场全程保持正常运营，由机场管理局联合各大航空公司推进建设。
机场管理局此前公布的早期设计草案中，曾提议将主航站楼命名为 “唐纳德・J・特朗普航站楼”，暂不清楚该安排是否保留在最终方案内。
美国交通部透露，工程预计 2027 年春季动工。
特朗普早在去年 12 月就表示，政府计划 “重建杜勒斯机场”。 他当时评价：“这里本该是一流机场，但现状很差，可以说是一座糟糕的机场。”
去年 12 月，美国交通部发布信息征询公告，面向全社会征集杜勒斯机场改造方案、公私合营建设模式。相关公告收到超过 30 份方案与公众意见。

President Donald Trump on Wednesday unveiled his $22．5 billion vision to rebuild Washington Dulles International Airport over the next 10 years in an Oval Office event alongside Transportation Secretary Sean Duffy and United Airlines CEO Scott Kirby．
＂We＇ve had over 30 architects and 30 different designs， and we did a little cherry picking， and we spoke to a lot of people about it， and we＇ve come up with a plan that＇s efficient and really beautiful，＂ Trump said．
＂Whether you＇re a Republican or Democrat， you don＇t want to go and be subjected to this airport because this airport is a， it＇s a terrible place to be，＂ Trump said． ＂It＇ll be rated within a few years． It＇ll be rated the best airport in the country．＂
Since beginning his second term， Trump has undertaken a number of projects around Washington， like the ballroom being constructed at the White House and a planned renovation of the Kennedy Center， which he briefly added his name to before a court ordered it removed．
The Dulles renovation will be funded by the Metropolitan Washington Airports Authority and the airlines that operate at Dulles．The majority of the funding will come from low-interest rate municipal bonds issued by the airport authority． Trump said the renovation will require some congressional approval， noting that there is bipartisan support for it．
Using a laser pointer， the president showed off renderings of what travelers can expect， including four new concourses， parking lots closer to the main terminal and an expanded AeroTrain which will scrap antiquated mobile lounges， known as ＂people movers，＂ which transport passengers between concourses．
The people movers are a top complaint among passengers who frequently use Dulles． The vehicles， which date back to the 1960s， resemble buses that raise to dock at concourses and lower to travel， are often packed with mostly standing passengers and move among airport traffic． They are a top complaint among passengers who frequently use Dulles．
＂They＇re slow， and people are angry about them． We are going to get rid of those，＂ Duffy said．
The multiyear project would change the landscape of most of the airport， but the iconic main terminal building would keep its historic appearance．
Dulles will add 5 million square feet of new and renovated terminal and retail space， including an international terminal that will allow passengers to walk directly to the Customs area． The president also claimed the airport will have the largest parking garage in the world with 32，000 parking spaces．
The airport＇s biggest airline， United， currently operates most of its flights out of an outdated and cramped terminal that was built in 1985 as a temporary facility． It was rehabbed in 2006 in order to extend its life．
United has been working behind the scenes on the design and details of the project． In addition to new gates and concourses， United passengers will get a new state of the art check-in area in the main terminal and a faster baggage system． United will also build one of the largest United Polaris lounges in the world．
＂The terminal that＇s out there today was built 45 years ago． It was meant to be temporary， and so I＇ve spent my whole career at United Airlines waiting for this day， and all the people of United Airlines have spent even longer waiting for the day that we could have really the best airport in the world， and this design is one that works great for the airline，＂ Kirby said in the Oval Office．
Officials said the airport will remain open during the renovation， which will take place in phases over 10 years in partnership with the airlines and the airport authority．
In early design concepts released by the airport authority， one plan called for the main terminal to be named the Donald J． Trump Terminal． It is unclear if that will be part of the final plans．
Construction is expected to begin in the spring of 2027， according to the Department of Transportation．
Trump said in December his administration planned ＂rebuild＂ Dulles．
＂It should be a great airport， but it＇s not a good airport at all， it＇s a terrible airport，＂Trump said then．
In December， the Department of Transportation submitted a request for information （RIF） asking the public for proposals and public-private partnership plans to revitalize Dulles． More than 30 proposals and comments were submitted in response to the DOT＇s request．
