据警方消息，威斯康星州麦迪逊市市长表示，该州将对一起警方枪击事件展开调查。这起事件发生在周三，一名警员与嫌疑人发生肢体缠斗后开枪。
市长萨蒂亚・罗兹 - 康韦发表声明称，这起致人死亡的事件令她 “愤怒又悲痛”，事件还引发了多场抗议活动。在周四的新闻发布会上，她确认遭枪击男子名为科里・鲁伊斯。
“我们这座城市此刻深陷伤痛。社区内有人丧生，无论凶手是谁，都是一场彻头彻尾的悲剧，倘若遇害者死于警方之手，更是如此。” 她说道。
麦迪逊市警察局长约翰・帕特森称，这起致命枪击案周三下午发生在十字路口中央，多名路人拍下了事发现场视频，事件造成极大心理冲击。
帕特森呼吁民众保持冷静，他表示，事发街区 “过去已经经历过诸多创伤事件”。
事发地点距离 2015 年麦迪逊警员枪杀 19 岁青年托尼・罗宾逊的现场不远。当地地方检察官事后认定，当年警方使用致命武力属于合法行为。
警方称，周三最初接到报警，有人涉嫌试探停放车辆的车门并盗窃自行车。帕特森介绍，警员尝试接触嫌疑人时，对方骑着自行车逃离。
随后警员在南鲍德温街与威廉姆森街交汇处找到嫌疑人，双方在路口中央爆发肢体冲突。
帕特森在周四新闻发布会上表示，调查人员仍在核实，缠斗开始前该男子是自行从自行车上摔落，还是被警员从车上拽下。
帕特森称，对峙过程中，鲁伊斯掏出一把固定刃刀具，当时警员正试图将其逮捕。一名警员使用了泰瑟电击枪，但未能奏效，具体原因仍在调查中。
随后这名受伤警员开枪射击。枪击现场视频中可以听到三声枪响，画面显示男子倒地后，警员在近距离向其开枪。
鲁伊斯家属聘请的民权及人身伤害律师本・克拉姆表示，鲁伊斯 “在近距离身中数枪，面部也遭到枪击”。
帕特森称，警员随即对鲁伊斯实施急救，但这名三十多岁的男子最终在医院身亡。局长在周四发布会中向鲁伊斯家属致以慰问。
共有四名警员参与此次事件，开枪警员为其中一人。
帕特森表示，四名警员现已被安排行政休假，等待威斯康星州司法部刑事调查局针对这起枪击案开展调查。他称开枪警员是一名资深警员，并未披露更多相关信息。
另有一名警员在事件中受伤，暂时无法确定伤口是否由刀具造成。
警方公布了据称是事件中嫌疑人使用的刀具照片。
帕特森还针对网络上流传的不实信息作出回应，称他看过的视频并不支持 “鲁伊斯遭到上手铐后才被枪击” 这一说法。
他提醒，目前存在多段事发视频，调查人员需要核查全部证据后再得出结论。
市长表示，麦迪逊警察局正配合州级部门开展调查。
“除正式调查之外，还有诸多疑问亟待解答。民众想要立刻知晓真相，这份心情可以理解，我同样迫切想要答案。” 罗兹 - 康韦在声明中写道，“在接下来数日乃至数周里，市议会与我将作为民众代表，尽全力搜集并对外公开相关信息。”
警察局长在周四新闻发布会上附和了市长的表态。
“我向大家保证，警局会全力配合刑事调查局的工作，不会回避本次调查的任何环节。” 帕特森说。
帕特森周三表示，他已经知晓网络上流传的枪击现场手机视频。他呼吁民众保持冷静，提醒社区民众：“目前网络上并没有呈现事件完整视角。”
他称还有尚未对外公布的视频，将作为枪击案调查材料进行审阅。涉事警员均未佩戴随身执法记录仪，不过一辆警车或许录下了现场画面。
受害者家属律师克拉姆提出，调查需要厘清，鲁伊斯倒地之后，警方使用武力是否具备正当性。
“必须核查本案是否存在过度使用武力的情况。” 克拉姆在声明中表示，“事件光天化日之下发生，数十名目击者在场。家属应当知晓真相，公众也理应看到问责结果。”
枪击发生后，大量民众聚集在事发地点，要求逮捕涉事警员。一场守灵悼念活动定于周四晚间举行。
市长呼吁民众以和平方式开展抗议。

Wisconsin mayor calls for calm after deadly police shooting sparks protests
The mayor of Madison, Wisconsin, said the state will conduct an investigation into a police-involved shooting that took place Wednesday after an officer got into a "struggle" with a suspect, according to police.
Mayor Satya Rhodes-Conway said in a statement that she was "angered and saddened" by the deadly incident, which sparked some protests. During a news conference Thursday, she identified the man who was shot as Corey Ruiz.
"There is real pain in our city right now. It's an absolute tragedy when a member of our community is killed by anyone, but especially by the police," she said.
Madison Police Chief John Patterson referred to the deadly shooting, which occurred in the middle of an intersection Wednesday afternoon and was captured on video by several onlookers, as "very traumatic."
Patterson, who called for calm, said the shooting occurred in a "neighborhood that has experienced a lot of trauma in the past."
The incident occurred near where a Madison police officer shot and killed 19-year-old Tony Robinson in 2015, in what the local district attorney later determined to be a lawful use of deadly police force.
Officers were initially responding to a call Wednesday of a person allegedly checking the doors of parked vehicles and stealing bicycles, police said. When they attempted to make contact with the suspect, he allegedly fled on a bike, Patterson said.
Officers later made contact with him on South Baldwin and Williamson streets, where a "physical struggle" ensued in the middle of the intersection, Patterson said.
During a news conference Thursday, Patterson said investigators are still determining whether the man fell from the bicycle or was taken off it before a struggle began.
During the confrontation, Ruiz allegedly produced a fixed-blade knife while officers attempted to arrest him, according to Patterson. An officer deployed a Taser, but it was ineffective for reasons that remain under investigation, the police chief said.
The injured officer then opened fire, the chief said. In video that captured the shooting, three shots can be heard, appearing to have been fired at close range as the man was on the ground.
Civil rights and personal injury attorney Ben Crump, who has been retained by Ruiz's family, said Ruiz was shot "multiple times at close range, including in his face."
Officers attempted life-saving measures, though Ruiz, who was in his 30s, died at a hospital, Patterson said. The chief offered his condolences to Ruiz's family during Thursday's news conference.
Four officers were involved in the incident, including the one opening fire, Patterson said.
All four have been placed on administrative leave, pending an investigation into the shooting by the Wisconsin Department of Justice Division of Criminal Investigation (DCI), the chief said. He described the officer who fired his weapon as a "veteran officer," though did not release additional information.
A second officer was also injured during the incident, though it's unclear if that was from the knife, Patterson said.

Patterson also addressed misinformation circulating online, saying video he has reviewed does not support claims that Ruiz was handcuffed before he was shot.
He cautioned that multiple videos of the incident exist and investigators are reviewing all available evidence before reaching conclusions.
The mayor said the Madison Police Department is cooperating with state authorities on the investigation.
"But even beyond the formal investigation, there are questions that must be answered. It's understandable that people want answers now. I want them, too," Rhodes-Conway said in a statement. "And in the days and weeks ahead, the Common Council and I, as your representatives, will do our best to get and share information."
The police chief echoed the mayor's statement during the news conference Thursday.
"I can promise you this department will cooperate with DCI; we will not hide from any aspect of this investigation," Patterson said.
The chief said Wednesday he was aware of cellphone video of the shooting that has been circulating online.He urged calm and asked the community to "remember that not all perspectives are online right now."
He said there is unreleased video that will be reviewed as part of the investigation into the shooting. None of the officers were wearing body cameras, though he noted that a squad car may have functional video.
Crump, the family's attorney, called for the investigation to examine whether the use of force was justified with Ruiz on the ground.
"This case has to be examined for excessive force," Crump said in a statement. "It happened in broad daylight, in front of dozens of witnesses. The family deserves the truth, and the public deserves accountability."
A large crowd gathered at the scene folowing the shooting while calling for the cop involved in the shooting to be arrested. A vigil is scheduled for Thursday evening.
The mayor encouraged residents to protest peacefully.
"This incident leaves me, as I'm sure it does others, questioning why this happened and what can be done so it never happens again. What decisions were made by officers that led to escalation instead of deescalation?" she said. "What different choices could have been made to prevent harm? What needs to change in police policy and training to prevent more deaths? Any officer-involved shooting needs to be rigorously investigated, and this one will be."
