美国商品期货交易委员会（CFTC）上周五晚间宣布，一名长期在白宫任职的前提词器操作员，因利用职务信息，押注特朗普总统演讲用词非法牟利，需缴纳合计 17．2 万美元罚款了结监管调查财联社。
涉事人员名为加布里埃尔・佩雷斯。监管机构称，他在预测交易平台 Kalshi 的 “演讲提及市场” 交易获利超 10 万美元。按照监管处罚决定，他需要退回全部非法所得，另缴纳 6．5 万美元罚金，同时被处以三年交易禁令。
CFTC 发布公告称：“调查认定，2025 年 12 月至 2026 年 2 月期间，佩雷斯在担任白宫提词器操作员时，交易总统演讲提及事件合约。这类合约用来押注总统演讲中是否会出现特定词句。凭借岗位便利，佩雷斯能够提前拿到尚未公开发表的总统讲稿。他违背受托保密义务，盗用非公开信息进行交易，非法获利超 10．75 万美元。”
监管机构表示，由于佩雷斯全程积极配合调查，本次罚金已经给予大幅减免。
美国广播公司上月率先报道此案。佩雷斯自 2016 年起就负责操作特朗普的提词设备，是总统技术助理，被指控针对十余场特朗普演讲下注，赚取数万美金，当时已经在和联邦监管机构协商和解方案财联社。
该报道出炉之后，白宫新闻秘书卡罗琳・莱维特对外表示，佩雷斯已经被安排无薪行政休假。白宫称，内部有着严格的伦理准则，全体工作人员必须遵守。今年 3 月，白宫还下发内部备忘录，警示员工严禁利用非公开内部信息，在各类预测市场进行押注交易。
知情人士透露，CFTC 调查发现，佩雷斯三个月内针对十余场特朗普演讲下注，除 2 月国情咨文演说外，还包括 12 月黄金时段全国讲话、1 月瑞士达沃斯世界经济论坛发言、3 月荣誉勋章授勋仪式讲话等。
据了解，佩雷斯近期接受监管机构问询，承认部分交易行为。调查过程中，CFTC 曾将线索移交曼哈顿联邦检察官，但检方决定不予启动刑事侦查。
交易平台 Kalshi 本身就有规定，禁止用户利用工作获取的内幕信息开展交易。今年 6 月，平台更新规则，要求所有用户必须填报本人工作单位信息抖音百科。
Ex-White House teleprompter operator to pay $172，000 to settle CFTC probe
A former longtime White House teleprompter operator will pay $172，000 to settle a regulator＇s allegations that heimproperly wageredon the words President Donald Trump would utter during speeches， the Commodity Futures Trading Commission （CFTC） announced late Friday．
Gabriel Perez， who regulators claimed made more than $100，000 on Kalshi＇s so-called ＂mention markets，＂ will return those winnings and pay a $65，000 penalty， the commission said in a press release．
Under the commission＇s order， a three-year trading ban is also imposed on Perez．
＂The order finds that between December 2025 and February 2026， while working as a teleprompter operator for the White House， Perez traded presidential mention market contracts， which are event contracts reflecting words or phrases the President may use during his speeches，＂ the CFTC said in the release． ＂In his position， Perez had access to presidential speeches prior to those speeches being delivered and Perez misappropriated that information--in breach of his duty of trust and confidence--to trade presidential mention market contracts， generating over $107，500 in profits．＂
The commission said the penalty Perez will pay represents a ＂significant discount＂ due to his ＂exemplary cooperation with the CFTC．＂
ABC Newsfirst reportedlast month that Perez， a technical assistant to the president who has been operating Trump＇s teleprompter since 2016， was accused of having made tens of thousands of dollars by placing bets on more than a dozen of Trump＇s speeches and was in talks with federal regulators to settle the allegations．
White House press secretary Karoline Leavitt told reporters， following ABC News＇ report， that Perez had been put on unpaid administrative leave．
The White House said it has strict ethics guidelines that staffers are expected to follow． In March， the White House issued an internal memo warning staff against using nonpublic information to place bets on prediction markets， sources previously confirmed to ABC News．
In addition to February＇sState of the Union address， sources said CFTC investigators allegedly discovered that Perez placed bets on more than a dozen Trump speeches over a three-month period， including a December primetime address， a January speech at the World Economic Forum in Davos， Switzerland， and Trump＇s remarks in March during a Medal of Honor ceremony．
According to sources familiar with the investigation， Perez sat for an interview with regulators in recent months and acknowledged some of the trades． At some point during the investigation， the sources said the CFTC alerted federal prosecutors in Manhattan， who declined to open a criminal investigation．
Kalshi has a policy against users trading based on information obtained as part of their jobs．
In June， the company updated its policies to require users to disclose their place of employment．
